Regional Workshop on the Empowerment of Persons with Intellectual Disabilities and their Families in Asia and Pacific, 11-13 October 2007 Shanghai, China

[Last updated Tuesday, October 16, 2007]

Economic and Social Commission for Asia Pacific (ESCAP) and China Disabled Persons Federation (CDPF) organized Regional Workshop on the Empowerment of Persons with Intellectual Disabilities and their Families in Asia and Pacific, 11-13 October 2007 Shanghai, China. http://www.worldenable.net/shanghai2007/Default.htm

ESCAP and CDPF(our member in China, which includes different disability groups) organized the workshop in conjunction with the Special Olympics Summer Games. The participants of the Workshop also joined the spectacular Closing Ceremony of the Summer Games on 12 October.

The Workshop was attended by representatives from 11 countries and areas and included self advocates from the Hong Kong/China, the Philippines, Malaysia,Japan, New Zealand, Thailand, Vietnam, Family members from China, India, Malaysia, the Philippines and Thailand took part in the workshop.

It was ground-breaking since this was the first ever workshop organized by ESCAP, (for that matter, perhaps, by any U.N. organization) on empowerment of people with intellectual disabilities and family members, with significant participation of self advocates (13 from 7 countries and areas).

Inclusion International was well represented by Robert Martin, Desmond Corrigan and Nagase Osamu. Robert as usual made important contributions from the perspective of a self advocate on self advocacy and empowerment. Desmond, who made a number of important interventions, volunteered to draft the final recommendations. Nagase served as a resource person and made a presentation on the "international and regional norms particularly relevant to persons with intellectual disabilities". Click here to read the outline of Nagase's presentation.

It was an interesting exercise to review different instruments focusing on intellectual disability.

The Workshop adopted the "Shanghai Recommendations on the Empowerment of Persons with Intellectual Disabilities and their family members in the Asia and the Pacific Region" on 13 October 2007. The recommendations emphasize self-advocacy and family-advocacy.  In addition to the usual U.N. report, ESCAP is going to produce a plain-language report, possibly with illustration, as well.
